It would be a mistake to believe higher education’s financial woes in Wisconsin began the day Gov. Scott Walker took office in 2011. As the bipartisan Legislative Fiscal Bureau noted in 2015, all but one state budget since 2003 “included significant (general tax revenue) reductions for the UW System.” The running total now approaches $1 billion, nearly half of which was cut during a Democratic administration.
